How to Get a Tax Refund on Cosmetics in Korea
Eligible visitors can get a tax refund on cosmetics purchased at participating shops in Korea. Buy at least ₩15,000 on a qualifying receipt, show your passport, and ask whether the shop offers an immediate refund or issues a refund voucher for later processing. Keep the products unopened and unused, and take them out of Korea within three months of purchase.
The easiest option is an immediate refund at checkout. If your shop issues a refund voucher instead, you will need to complete the required export confirmation and refund process. At the airport, keep your purchases accessible until any required customs checks are finished.
This guide covers physical products such as skincare and makeup. Here is what to check before shopping, how the different refund options work, and how to avoid losing your refund on departure day.
1. Who Can Get a Cosmetics Tax Refund?
The tourist shopping refund is intended for eligible visitors, rather than everyone holding a foreign passport. The Korea Tourism Organization's guidance describes eligible shoppers as non-residents who do not earn income in Korea. Its general shopping guide lists foreign visitors staying less than six months.
- Short-stay tourists: check that you meet the visitor and purchase requirements.
- Foreign residents and people employed in Korea: do not assume you qualify because you are traveling abroad.
- Overseas Koreans: separate conditions apply, including residence abroad and the length of the visit.
For a qualifying cosmetics purchase, check all of the following:
- The shop participates in the tourist tax refund scheme.
- The qualifying purchase is at least ₩15,000 per receipt.
- The goods remain new, unopened, and unused.
- You take the goods overseas within three months of purchase.
- You obtain the necessary refund documentation or an immediate refund.
If your immigration or residence situation is unusual, confirm eligibility with the refund operator before buying. Being under the six-month stay threshold alone does not resolve every eligibility question.
Tax refunds and duty-free shopping are different. At a duty-free shop, the relevant taxes are excluded from the purchase price. At a participating regular shop, you receive a tax deduction at checkout or reclaim eligible tax afterward. You cannot claim the same tax twice.
2. What Should I Ask at the Cosmetics Store?
Look for a “Tax Free” or “Tax Refund” sign, then ask before paying. A familiar brand name does not replace checking the specific shop and transaction.
Bring your physical passport. Do not rely on a phone photo being accepted for passport verification. At checkout, say:
Can I get an immediate tax refund, or do I need a refund voucher for the airport?
즉시 환급이 가능한가요? 아니면 공항 환급용 서류를 받아야 하나요?
Before leaving the counter:
- Check your receipt. Confirm the amount actually paid and whether tax was already deducted.
- Check the refund document. For a later refund, obtain the shop's required tax refund voucher or electronic record.
- Check your details. Correct any passport or payment information while you are still there.
- Ask what happens next. Find out whether you need airport validation and how you receive the money.
An ordinary payment receipt is not automatically a tax refund voucher. Incheon Airport warns that missing or incomplete refund documents can prevent a refund. Keep the originals and take photos as a backup.
For a practical shopping example, Olive Young Myeongdong Global's official website describes an immediate refund service for qualifying purchases with a physical passport. Confirm your eligibility and the current checkout procedure in store.
3. Choose Immediate, Downtown, or Airport Refund
Immediate refund: the simplest checkout option
The official tourism guide lists these purchase limits:
- At least ₩15,000 for the qualifying transaction.
- Less than ₩1,000,000 per transaction.
- ₩5,000,000 or less in total eligible immediate-refund purchases during the visit.
The shop verifies your passport and deducts the refund at payment. You do not make a second claim for that same refund at the airport. Keep the receipt and continue to meet the export requirements.
Example: A qualifying ₩80,000 cosmetics transaction is within the immediate-refund transaction limits. A transaction of exactly ₩1,000,000 does not meet the “less than ₩1,000,000” condition. Ask the shop about the appropriate refund route.
Downtown refund: receive money before departure
The tourism guide lists a downtown refund limit of ₩6,000,000 or less per transaction, with the ₩15,000 minimum. A passport, refund voucher, and credit card are required. You must still complete the required export confirmation when leaving.
This is different from an immediate checkout deduction. If you receive money at a city refund desk, ask exactly what remains to be done at the airport.
Airport refund: process vouchers on departure
If the shop issues a voucher for an airport refund, keep it with your purchases and passport. Complete export confirmation, then receive the refund through the appropriate counter, kiosk, or operator's payment process.
How much money will I get? Check the amount printed on your voucher or displayed at checkout. Do not assume a “10% VAT” rate means a refund of 10% of the shelf price.
For example, a price of ₩110,000 that includes VAT charged at 10% contains ₩10,000 in VAT: ₩100,000 before tax plus ₩10,000 tax. This explains the tax calculation; it is not a promise that your refund payment will be ₩10,000. Ask for the net refund amount and any deductions.
4. How to Claim at Incheon Airport Before Your Flight
For a standard airport refund, the most important packing decision is to keep the goods available for inspection. Do not send your cosmetics away in checked baggage before the required export checks are complete.
- Check in with your airline. Tell staff if your checked bag contains tax refund purchases. Follow the instructions for tagging and retaining that bag.
- Visit the departure-hall tax refund kiosk. Enter or scan your passport and refund records as instructed.
- Read the result. If selected for customs inspection, present your passport, refund documents, and unopened, unused goods.
- Finish the baggage procedure. After clearance, send your checked bag using the designated airline or airport procedure.
- Complete the refund payment step. Follow your operator's instructions for the refund counter, payment kiosk, or selected payment method.
Export validation and receiving the money are separate steps. Do not assume that scanning your passport before security has completed every part of your refund.
Korea Customs Service explains that kiosk users should visit customs if selected for inspection. Follow that result rather than assuming a small purchase can never be checked.
Incheon Airport's current refund page lists staffed service hours of 07:00–22:00 in Terminal 1 and 07:00–21:30 in Terminal 2, with automated refund kiosks listed as operating 24 hours. Check the latest terminal information and on-site signs. A kiosk's availability does not guarantee that every problem can be resolved outside staffed hours.
Use your airline's recommended arrival time and add a buffer for refund processing. Confirm your departure terminal before arranging transport. If departing from another airport or a port, check that location's facilities instead of following an Incheon terminal map.
5. Keep Cosmetics Sealed and Pack Liquids Correctly
Can I use the products during my trip? Goods claimed under this shopping refund must remain unopened and unused. Keep purchases you intend to use in Korea separate from the items you plan to claim. Ask the shop how that affects your refund documents.
For example, leave a gift sunscreen sealed. If you need sunscreen immediately, buy a separate product for use during your stay. Do not pour refund purchases into travel containers.
A tax refund does not exempt cosmetics from airport liquid restrictions. For ordinary liquid, spray, and gel products carried through international departure security at Incheon:
- Each container must be 100 ml or smaller.
- The restriction is based on container capacity, not the amount left inside.
- Containers must fit inside one transparent 1-liter ziplock bag per person.
A sealed 200 ml toner bought in a city shop cannot go through ordinary carry-on screening simply because it qualifies for a tax refund. Plan to check larger liquid products after any required customs inspection, and confirm airline restrictions for unusual products such as aerosols.
Before leaving your hotel, check that you have:
- Your passport and flight information.
- Original receipts and refund vouchers.
- Unopened, unused purchases that can be reached for inspection.
- The payment card needed for your chosen refund method.
- A clear understanding of whether you already received an immediate or downtown refund.
If a refund has not arrived, contact the operator named on the voucher and provide its transaction reference. Keep copies until the payment is resolved. For a late-night flight, check the available payment and fallback procedures before departure day.
The easiest cosmetics refund starts at the shop. Bring your passport, confirm eligibility, and ask which refund method applies before paying. Keep the goods sealed and the documents together. For airport claims, complete the required export checks before letting your purchases leave your reach.
